Liaison between the chapters and the Council. Monitors chapter progress and oversees administration of the following other programs: Diamond Chapter and Chapter with a Heart Awards, $1,000 Chapter Grant, chapter officers newsletter, Chapter Leadership Orientation.

The terms of the Chair, Vice Chair and Immediate Past Chair are one year in length. The terms of the Regional Vice Presidents are two years with three terms or six years being the maximum an individual can serve.
